Florida's Charter School "Boom"

According to Charter Schools USA, new Florida legislation "has sparked a 38 percent increase in charters applying to open, or nearly 100 more this year over last year’s 252. The state has more than 400 charter schools, the third highest number in the country. More than 130,000 Florida students, or 5 percent of its public-schooled students, attended charters in 2009-2010." This new law provides an easier process for opening new charters for those who have demonstrated academic and financial success.

Nevertheless, elected county school boards are still responsible for determining how many and which charter applications will be accepted. Some disagree with this process and suggest that an independent body should replace local control in these determinations. One proponent of such a change is Charter School USA CEO John Hage, who was an advisor to former Governor Jeb Bush and participated in the drafting of Florida law creating charter schools in 1996. Local school boards express concerns over further erosion of local control.

Polk County rejected Charter School USA's request to open a charter school citing a failure to demonstrate compliance with "the state's new law for duplicating the programs of other high-performing charter schools." Charter School USA has decided to appeal this rejection to the State Board of Education.

Clay County schools is the largest county without any charter schools citing its existing quality programs as the reason. The Clay County school board is unconvinced that charters will exceed what the traditional schools already offer. However, School Board chairman Frank Ferrell worries that "lawmakers would further erode the limited oversight school districts have over charters."

“I think some of that authority is being taken away,” Ferrell said.

Jeb Bush Under the Microscope

In a June 23 Wall Street Journal op-ed, former Governor Jeb Bush and Joel Klein made a case in favor of national standards. "The Case for Common Core Standards" reflects their views on the rationale and importance of national standards:
The success of today's students will determine our nation's destiny. America's economic strength and standing in the world economy are directly linked to our ability to equip students with the knowledge and skills to succeed in the 21st-century economy.

However, Greg Forster, posting on Jay P. Greene's blog, that instead of making a case for national standards, Bush and Klein were actually making a case against them. In "Confusion of National Standards," Forster asks:
Bush and Klein argue that standards are being set nationally (in “common”) but pedagogy isn’t. Once again, let’s leave aside the reality that you can’t have national (common) standards while preserving freedom and diversity of pedagogy. Let’s pretend you can set national standards and then let a thousand flowers bloom on pedagogy. Why do it? Why is it valuable to set a single national (common) standard? The article’s title promises an answer to that question, but the article doesn’t deliver.

Those who have the media in their hands and foundation/government money behind them, plus other like-minded contacts in high places, exert an incredible amount of influence over education policy and funding. Education Reform: Boondoggling along

As SB736/HB7019 heads to Governor Scott's desk for signature, questions continue on costs. The Senate Pre-K12 Appropriations subcommittee peppered Commissioner Smith on costs, even though these committee members are the most knowledgeable on the question of costs. An article in the Tampa Gradebook asked if the questions indicate the bill went through too fast. Race to the Top funds will pay for most of the development of new tests, but no word on funding after federal funds run out. The merit pay portion of the bill receives no new money. Governor Scott indicates that he will sign the bill without answers to basic costs question indicating he is apparently satisfied that there will be no impact on taxpayers.

President Obama has presented his educational reform "Blueprint" modifying portions of No Child Left Behind, a welcome aspect; however, the plan includes additional testing to measure growth before the high-stakes test and pinpoint areas that require more attention. The rationale is that the correct things are not being tested. Congress is in a budget cutting mood and education will not get special attention on the chopping block.

Nationwide, parent unhappiness over the obsession with testing is getting some notice.

Duncan last September said he has visited 42 states and that nearly everywhere he went, teachers, parents, principals and lawmakers complained that what's taught in school is narrowing as more teachers focus on improving scores in standardized tests, especially in schools with large numbers of disadvantaged students.


Pennsylvania allows parents to "opt out" of standardized testing and there is a movement to do just that in order to cause a shift away from schools as testing factories.
Under Pennsylvania Code Title 22 Chapter 4, section 4 (d)(5), parents have the right to opt out of testing for their children. The exemption is “religious,” but the Pennsylvania Department of Education confirmed this includes any moral, psychological, philosophical or even medical objection. The reason cannot be challenged.
A large national "opt-out" movement, will impact the quantity and frequency of tests and the way the results are used. Such a movement would impact the vast amount of dollars spent on test development, scoring, and implementation costs. Apparently, the only "opt-out" provision available in Florida is to homeschool or find a private school, where other accountability rules apply.

Against this backdrop, there are clear supporters of maintaining the status quo on the testing routine.
